Rahm Emanuel has been justly ordered to go try and act like a nice guy because he comes off largely as a condescending evil bastard who hates everyone.  Here's the video evidence.  He still can't withhold his sarcastic tone...

What he's saying here is that he'd be willing to work with Republicans if they would come forth with new idea, instead of naysaying everything that the administration comes up with.
